Three different things
| Term | The question | Where you look |
|---|---|---|
| Diversity | Who is here? | Representation across levels, functions and locations |
| Equity | Are the processes fair? | Hiring, pay, promotion and exit outcomes by group |
| Inclusion | Can everyone contribute fully? | The lived experience: voice, belonging, access to opportunity |
Equity is not the same as equality. Treating everyone identically can reproduce an unequal starting point. Equity asks whether the outcome of a process is fair given the differences in people's situations.
Representation at every level
Counting the make-up of the whole workforce can hide a funnel that narrows at each level. Measure representation by level, function and location, and track movement through the stages: hiring, first promotion, senior roles and the board.
The dimensions that matter depend on the organisation. Gender, disability, age, region and language, and social and educational background are among the common ones. Define them clearly, and be careful about what you collect and how you protect it.
Outcomes by group
- Hiring and offer rates by group.
- Promotion rate and time in level by group.
- Pay, after accounting for role, level and tenure. See pay equity.
- Performance ratings by group, looking for systematic differences.
- Attrition by group. See attrition.
Measuring inclusion
Inclusion shows up in survey statements such as "People like me can see a route to senior roles here" and "Everyone on my team is able to contribute fully", read by group. Where one group scores systematically lower on the same statement, that is the finding. Before comparing groups, check that they read the question the same way.
What goes wrong
- Counting heads at entry and ignoring progression.
- Running programmes without measuring outcomes.
- Treating representation as inclusion.
- Reporting only the organisation-wide figure.
This is the Representation and Inclusion pillar of the WCRC Equity Index. In the 2026 ranking data it is the pillar with the widest gap between the A bands and the B bands; see Representation and inclusion: who is in the room.
Frequently asked questions
What is the difference between diversity, equity and inclusion?
Diversity is who is present. Equity is whether the processes deciding opportunity are fair. Inclusion is whether everyone can contribute fully.
How do you measure diversity and inclusion in a workplace?
Measure representation by level, outcomes by group for hiring, promotion, pay and attrition, and inclusion through survey statements read by group.
Is equity the same as equality?
No. Equality treats everyone identically. Equity looks at whether the outcome of a process is fair given differences in people's starting points.
Why is representation at senior levels important?
A workforce can look diverse overall while leadership is not. Representation at every level shows whether opportunity, not just entry, is open.
